JOB PURPOSE
To manage the deployment of Airside Operations personnel during the course of the shift to adequately and efficiently perform all aspects of airside operations while ensuring compliance and enforcing policies as well as coordinate all matters related to emergencies and special events.
KEY ACCOUNTABILITIES
Supervise airside operations, maintenance, and other related activities at airside of BIA during a shift:
Supervise the process of Emergency runway activation and ensure participants involved comply with established policies and procedures.
Facilitate the operation of all new facilities received and change in infrastructure including but not limited to stands, Cavotec systems, fuel pits, remote vehicle staging areas, hangars, etc. related to the Airport Modernization Program.
Prepares and maintains various airside records; makes recommendations based on operational observations to Manager - Airside Operations.
Supervise resources to meet operational KPIs and evaluates the efficiency and effectiveness of service delivery methods and procedures reporting findings to Manager - Airside Operations.
Assist and work closely with Aerodrome Safety to meet requirements of the Aerodrome Safety Management System.
Utilize Airside Operations Reporting System and emails to report on anything that may lower standards or safety levels or to make suggestions for improvement.
Liaise with GHA and other services agencies in relation to aircraft handling.
Conduct at least one routine daily inspection during each shift to ensure sufficient reporting of conditions at applicable areas (i.e. stands, service roads, and perimeter fence).
Coordinate with FM for maintenance activities, including handover and takeover of airside areas, and conduct a follow-up inspection to ensure area is safe and ready for operation.
Continuously patrol and monitor the tidiness of aircraft stands and ground services equipment parking areas to minimize the possibility of apron accidents.
Monitor vehicles speed and ensure adherence to Airside speed limits and take necessary action in cases of violation to standard speed limits. Violations issued will be submitted through the Airside Operations Reporting System violation form.
Report all circumstances related to an Airside Incident/Accident to the Aerodrome Safety Department. In such cases, the relevant form on the Airside Operations Reporting System will be filled and submitted (Accident, Incident, injury, violation, etc.).
Assess the suitability of Airside driving permit application, brief applicants on Airside Driving procedures, conduct an airside familiarization session for applicants, and approve/reject the driving permit issuance application.
Ensure that airside drivers adhere to driving rules and requirements as detailed in the Airside Driving Procedure.
Monitor for any abnormalities and report them immediately to Manager - Airside Operations, which include but are not limited to laser beams, drones, smoke and any suspicious movement directly outside the perimeter fence.
Meet, brief and coordinate the movements of visitors/ contractors/ photographers and any other persons who may have permission to enter Airside areas.
Conduct spot checks to verify if equipment/system operators are licensed (VDGS, PLB, GSE).
Escort vehicles to facilitate movement and associated operations.
Coordinate with airside stakeholders, FM, and ARRFS to promptly and appropriately deal with fuel/oil spillages.
Coordinate with FM to ensure apron washing/sweeping procedures are implemented promptly and appropriately.
Ensure that marshalling service is provided for aircraft intended to park on stands without VDGS, or during VDGS failure, or during special parking circumstances.
Ensure follow-me escort for aircraft is provided when required by procedures, or when requested by ATC.
Attend aircraft stand before aircraft arrival time and carry out Stand Operation Checklists.
Conduct a preliminary investigation into any accident or incident occurrence in like with the Accident and Incident reporting SOP.
Upon locating FOD, investigate to identify the source of the FOD, especially in the Manoeuvring Area.
Provide follow-me escort for all aircraft repositioning activities. Coordinate and communicate with APOC and BAS to ensure timely and safe parking of aircraft, including stand inspection and, if equipped, PLB positioning and VDGS operation.
Carry out training of Officers on particulars of SOPs, Advisory Circulars, Follow-me escort, and marshalling activities.
Conduct regular aircraft turn around monitoring to ensure oversight over handling activities, and record/report any safety observations.
Carry out inspections of ground marking, signage, and basic infrastructure surface inspection to report on any findings that require corrective/preventive actions.
Coordinate all Airside activities related to VVIP movement and/or special events e.g. Air Shows and Demonstration Flights.
Carry on inspection and reporting of the conditions of the Manoeuvring area; record the inspection results in the Runway/Taxiway Inspection form on the Airside Operations Reporting System and report findings to ATC via VHF.
Wildlife Hazard Management:
Allocate Officers to conduct wildlife patrol and dispersal duties, including the diversified use of dispersal techniques and technologies/equipment.
Update the Wildlife Specialist of any abnormal wildlife activities observed within the Aerodrome.
Conduct preliminary investigation when bird strike report is received and follow the reporting procedure.
Implement the wildlife carcass removal procedure when required.
Coordinate activities related to removal of wildlife such as dogs and cats with Officer Wildlife Management and Soft Services.
Performs related duties as assigned.
Management of Contingency and Emergency:
Acts as a primary Airside representative during aircraft ground incidents, bomb threats, unlawful seizure of aircraft, full emergency, domestic fire and aircraft crash inside/outside the airport until relieved by Airside Operations management.
Participate in implementation of runway displaced threshold procedure and shortening of runway.
Follow-up with FM to ensure the activation of the dewatering procedure when necessary.
Ensure state of readiness of staff, equipment and other support facilities through available resources to deal with a full emergency.
Officiate on behalf of Manager - Airside Operations for the first response to any emergency situation.
Ensure team members are equipped with essential information to meet any such contingency.
Control the RVP staging area in emergency situations and emergency exercises and strictly adhere to any instructions issued by the incident commander or Airside Operations management during such events.
Responsible to ensure the safe and orderly evacuation of Passengers and staff assembled at the Airside Assembly Areas from Airside to Landside by the Fire Wardens.
Assist in the aircraft recovery operation by working closely with the Airport Salvage Team and strictly adhere to any instructions issued by the Manager - Airside Operations. Coordinate with MoI Airport Police and AVSEC for site control, and ensure limited authorized access to the site.
Closely coordinate vehicle movement on service roads and the Manoeuvring area with ATC and stakeholders when experiencing low visibility or bad weather (including CATII Operations).
Coordinate with ATC and stakeholders in relation to contractor and aircraft movement during runway and taxiway closures.
Work Permit/Maintenance Works:
Monitor all Works Permitted in the Airside
Identify and stop any unapproved work in the airside and bring it to the notice of Manager - Airside Operations.
Ensure that Works permitted in the airside happens as per the conditions mentioned in the Work Permit by Appropriate authority.
Ensure that Manager - Airside Operations is informed of any deviation in the work permitted at the Airside and report findings to Aerodrome Safety Department.
Prepare and coordinate shift reports, maintain schedules etc. at airside:
Responsible for ensuring appropriate handover takes place and all reports are submitted through the Airside Operations Reporting System (including reporting on any abnormal events that occurred during a shift through the appropriate form). Items that require attention must be identified as such the reporting system and escalated to management via email.
Supervise and co-ordinate the works priorities of Officers Airside Operations.
Performs related duties as assigned.
QUALIFICATION
Bachelor's degree preferable in Aviation or Business Administration or alternatively broad international experience in the field of Airport Operations of at least 5 years.
EXPERIENCE
5 years' work experience in airport operations. Sound knowledge of national and international civil aviation standards and recommended practices.
