KEY ACCOUNTABILITIES:
Aerodrome Safety Responsibilities
• Perform effective airside safety monitoring activities of all airside area's.
• Analyze historical data of accidents and incidents and submit recommendations for preventive or corrective actions in order to minimize accidents, loss of life and damage to property.
• Continuously develop, implement, and monitor Safety Performance Indicators.
• Maintain close communication with internal and external stakeholders regarding any issues that might reveal a weakness or vulnerable area of Airside safety that is discovered in the course the monitoring activities.
• Provide specialized advice on all airside safety matters related to Aviation operations within the airside;
• Responding to accidents/incidents at all times and when called upon to do so by Airside Operations in order to conduct higher level investigation and update AOD Management of outcomes.
• Carry out and supervise the inspection of equipment and operations of BAC and third parties to monitor safety procedures and stop any work violating these procedures and/ or endangering life and property;
• Act as a safety officer at the site when:
• a ground incident occurs by ensuring the safe movement of vehicles and personnel
• the displaced runway threshold procedure is implemented
• an aircraft salvage operation occurs by ensuring the safe movement of vehicles and personnel with a priority to protect human life, property, and airside facilities/infrastructure
• Liaise with third parties (i.e. contractors) to ensure compliance with CAR-001 and BAC safety regulations and standards;
• Review the policies and procedures related to back-up runway activation and inspect site prior to activation implementation to ensure adherence to required safety standards.
• Conduct weekly inspections jointly with stakeholders (Gulf Air, BAS, BAFCO, etc.) to identify possible hazards and revisit existing hazards.
• Continuously update and develop Aerodrome Safety procedures and the ASMS during any changes to airside facilities, infrastructure, marking, signage, etc.
• Perform an annual assessment of airside drivers and PLB operators to ensure competency
• Perform site audits of contractors and FM to ensure adherence to safety requirements and standards as stipulated in BCAA CAR001 and ASMS
• Monitor airside vehicle movement and perform spot checks to ensure that all airside vehicles adhere to the Airside driving vehicle requirements.
• Performs related duties as assigned.
• Attend to accident site to collect data, statements and other related material
• Report all safety accidents and incidents through BCAA Q-Pulse
• Coordinate airside accident and incident investigations, and prepare the appropriate report, recommendations and follow up actions in consultation with the involved entities.
• Conduct accident/incident investigation in accordance to BCAA CAR001 and with ICAO SARP's.
• Collect reports relating to bird strike occurrences, conduct an analysis of the data, and develop a report with recommendations for improvement to be sent to BCAA as a regulatory requirement.
• Facilitate Airside Safety Awareness Training for staff working at Bahrain International Airport;
• Maintain the relevant and applicable Safety awareness training program for all staff accessing the Airport’s restricted areas;
• Conduct safety induction courses for stakeholders in order to improve safety standards and awareness
• Stimulate safety and security awareness and vigilance by all persons working at the airside;
• Administer practical assessments of driving applicants.
QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualification:
• University degree preferred
• ACI Safety Management Diploma, or equivalent
• Knowledge of International Civil Aviation Organization Standards (ICAO), as well as other National and International aviation safety standards and recommended practices.
• NEBOSH Certificate, or equivalent, is an advantage
Minimum Experience:
• Minimum 5 years’ experience in Airside Safety or Airside operations
• Demonstrated experience in implementing and supervising airside safety and operational processes and procedures
Job Specific Skills:
• Knowledge – Strong technical knowledge in developing and managing: airside safety procedures; Airside Safety Management systems; Accident and incident investigations.
