JOB PURPOSE
Plan, organize, direct, and manage the effective and efficient implementation of the Security Department and processes, to ensure the protection of BAC personnel and assets, as well as the Security of Aviation Operations at Bahrain International Airport.
KEY ACCOUNTABILITIES
1. Main Security Planning and Leadership Activities
• Formulate, develop, and lead the implementation of the:
o BAC Security global strategies and policies to ensure the protection of BAC interests and the compliance with the accepted International Aviation standards and local regulations of BCAA.
o Overall Security programs, processes, standards, guidelines, and procedures to meet regulatory requirements and which extend to all service providers and/or users of the Airport, for acceptance by the BCAA upon approval by the BAC CEO.
• Design and manage an on-going Security Risk Assessment Strategy to accurately identify Security business priorities and risks and determine the required priorities for secure Airport Operations.
• Oversee and coordinate Security efforts across the company, in close cooperation with the information technology, human resources, communications, legal, facilities management and other relevant areas.
• Provide specialist advice to support strategic planning, development, procurement, and operation across the organization related to Security, by reviewing and approving of security project provisions, technology, and equipment.
• Provide specialist advice on the potential impact of any new legislation or regulations relating to International Aviation Security.
• Manage the activities of the BAC Airport Pass Office and oversee the National vetting security clearance for Airport Temporary and Visitor passes and maintain appropriate records.
• Organize and lead the Airport Security Committee meetings and maintain updated meeting minutes.
• Establish and maintain effective liaison with other airport departments and relevant local Security government authorities and law enforcement agencies.
• Carry out any other activities requested by the CEO.
2. Airport Security Program (ASP)
• Establish, implement, and maintain the ASP to ensure compliance with the requirements of the NCASP, NCASTCP, NCASQP detailing, Inter Alia, the individual security measures in place at the BIA.
• Ensure an effective risk analysis, threat assessment and response capability, initiating special security measures during periods or incidents of increased threat.
3. Regulatory Compliance Activities
• Establish and maintain Security Quality Control activities and Management Systems to ensure the Security procedures are met from an operational and compliance perspective.
• Oversee the level of implementation of all the activities, processes and provisions defined the Security programs, to ensure that all are effective and in compliance with regulatory requirements (including EU, TSA ... etc.).
• Proactively recommend methods for improving the existing Security Procedures, practices and possible alternative models or approaches that might enhance compliance with international regulations.
• Define, prioritize, and initiate immediate corrective actions for any instance of non-compliance with the NCASP, ASP, and/or other applicable directives.
4. Investigation of Security Occurrences
• Report any significant security breaches to the BCAA, and to the BAC CEO and CAOO.
• Undertake full investigations of all serious security breaches incidents, and prepare the appropriate report, recommendations and follow up actions in consultation with the involved entities.
• Act as focal point for the BCAA in any investigations headed by that Authority.
5. Security Training
• Develop and maintain the relevant and applicable Security Training Programs, including a Security Awareness program for all staff accessing the Airport’s restricted areas.
• Stimulate Security Awareness and vigilance by all persons working at the airport.
6. Security Breach, Emergency, Contingency and Disaster Recovery
• Develop and test the airport contingency plan on a regular basis.
• Ensure an effective risk analysis, threat assessment and response capability, and initiate special security measures during periods or incidents of increased threat.
• Ensure that all emergency, contingency and business recovery plans and/or procedures held within the security control rooms are always kept up to date.
• Participate in the update the Airport Emergency and Contingency Response Plan.
• In the absence of the CEO and the COO, act as the security lead in representation of BAC in the emergency or crisis center.
7. Department Resource Management
• Manage and provide effective leadership to the Security team and ensure that resources are appropriately and efficiently allocated to key areas of work and that priorities are always covered adequately.
• Plan, design, direct and participate in the preparation of the annual departmental budget, personnel training needs and development, procurement, and resource allocation to meet agreed yearly performance objectives and ensure that they are undertaken at the appropriate time.
• Effectively manage and control the Department’s budget to achieve best value for money and provide accurate information to the CEO when required.
• Prepare business cases in support of large expenditure when required.
• Manage and undertake the Performance appraisals and interim reviews within the set timescale, and address performance and attendance issues at the correct time, in accordance with the HR policies and procedures.
Education / Qualifications
• Master’s degree in aviation management, Aviation Security, or equivalent degree.
• ICAO AVSEC Professional Manager Certification.
• An auditor certification from a recognized issuing authority such as ICAO, ECAC and or IATA.
• An Aviation Security Training/Instructor certification from a recognized institution.
• A quality management certification amongst any other certifications and or academic qualifications desired by BAC.
Experience
Minimum of 17 years of experience in Airport Security, with over 3 to 5 years’ experience in a similar role.
