MAIN OBJECTIVES
Reporting to the Senior Manager Safety (SMS), the main objectives of the Manager Ramp Safety (MRS) position are to comply with Bahrain CAA’s ANTR OPS 1.037 and ANTR VOL III Part 19 requirements related to Ramp Safety for conducting safety oversight of all ground operation activities at the airside and to oversee compliance of the laws and regulations of the Kingdom of Bahrain related to the safe handling of Gulf Air fleet at Bahrain Airport and outstations. MRS is also responsible for conducting and/or overseeing Safety Investigations into reported non routine occurrences, conducting Hazard identification, Risk Assessment/Management, ensuring that Gulf Air’s internal Quality Systems objectives and/or of external entities (such as IATA Operational Safety Audit IOSA, BCAA AOC audit or any other audits) ensuring compliance to ground operation safety oversight or airside safety oversight, and their program objectives related to ground/airside safety oversight are met.
MAIN DUTIES
The Manager Ramp Safety reports to SMS and is responsible for the following activities:
Develop, manage, maintain and ensure that Gulf Air Ramp Safety Management System is aligned with Gulf Air’s Safety Management System’s framework and meet its requirements and are complying to BCAA ANTR OPS 1.037,BCAA ANTR VOL III Part 19, OM-A CH ‘2’, ‘8’ & ‘11’ and ICAO SMM 9859 guidelines related to safety oversight of Ground/Airside Operation.
Develop strategies for the continual improvement of Ramp Safety performance in order to reduce costs resulting from ramp incidents/accidents
Review procedures/process of operational departments related to safety critical airside activities from safety perspective.
Randomly monitor Ramp/Airside Safety training curriculum, classroom activities, delivery of training for Gulf Air staff operating on airside in Bahrain and abroad, this includes OJT and computer based training program, in close liaison with Senior Manager Safety, NPH Ground Operations and NPH Training.
Establish, implement, maintain and be accountable for Bahrain CAA’s Mandatory Occurrence Reporting scheme as per BCAA ANTRs and CAP 05 related to Ramp Safety Occurrences.
Establish, implement , manage and oversee the processing of all reported Ramp Safety Occurrences in the safety risk database (Hazard Register), oversee the occurrence risk assessments, assigning of assessment or investigation of risk events, oversee the investigation and responsible to ensure that the findings are assigned to relevant managers for corrective and/or preventive actions (Recommendations), re-evaluation of the risk once feedback is received and closing the investigation if residual risk is acceptable.
Independently conduct in-depth safety Investigations, of Ramp accidents and serious incidents, to find the apparent causes, underlying causes, system deficiencies and address them by recommending and developing most viable, economical and robust solutions to eliminate the chances of recurrence
Create and develop an airside safety management system program as per requirement of Bahrain CAA which is aligned to Gulf Air’s Safety Management System and applicable international Standard and Recommended Pratices.
Oversee the Ramp Safety reporting system, using other data sources, such as ground occurrence reports, Major Events, Line Maintenance inputs, Safety Hazard reports, voluntary and confidential/anonymous reports, and external Safety databases like IATA GADM.
Representing Gulf Air in national and international Ramp Safety workshops, seminars and symposiums.
11. Representing and safeguarding Gulf Air’s interests in joint investigations ordered by regulatory authorities such as BCAA, and other outside entities, providing expertise for meaningful safety investigations.
12. Create airside safety information literature library (statistical reports, analytics, bulletins, posters etc.) and disseminate safety information to all concerned.
13. Responsible for providing SMSS the summary for periodic operational risk reports related to area of responsibility, such as Quarterly Safety Reports (QSR), Management Information System (MIS) reports, and Safety Perfomance Metrics report for safety information dissemination.
14. Responsible for periodic conduct of the Ground Safety Action Group (G-SAG), act as Secretary to G-SAG for Ramp Safety concerns, issuance of meeting agenda, points for discussion, preparation of meeting minutes, and the escalation of unresolved issues to the Safety Review Board
15. Prepare and control the Ramp Safety budget for Gulf Air Ramp Safety requirements.
16. Ensuring data security, protection of personal data as well as confidentiality of Safety Investigation reports and findings generated thereof;
17. Assist SMSS for identifying training requirements for safety services department.
18. Deputizing for SMSS (When required); and provide coverage for MFS, MTS, MCS in their absence.
19. Continuously reviewing his/her own JD and that of subordinates JDs for improved output.
20. Responsible for setting Safety Performance Indicators and Safety Performance Targets for Gulf Air Ramp Safety.
21. Any other duties or tasks assigned by SMSS or Senior Management.
EDUCATION & TRAINING
Diploma in Aviation Safety Management, or Air Transport Management, or Applied Science or Aeronautical Engineering Disciplines.
Safety Training and proficiency in the following disciplines:
Airside Operations
Aviation Safety Management System Training from ICAO or IATA or equivalent.
Accident Investigations Training
Human Factors Training

Personal Attributes
Well-developed communication skills, interpersonal skills, human factors knowledge, tact and diplomacy are required in this position which regularly interacts with high levels of management within the organization or with external customers, regulators, underwriters, Safety Investigators, safety experts or specialists, or suppliers.
Good command of English language (Speaking, reading and writing)
High degree of computer literacy specially MS office.
Knowledge and understanding of quality management systems.
EXPERIENCE
Minimum 5 years’ experience in Airline’s Safety Department, or 5 years in aviation Ramp/Airside operation
2 years of conducting safety investigations independently.
