MAIN OBJECTIVES

To procure company’s requirements of goods and services from foreign and local sources of supply, most economically and consistent with quality and delivery required, and strictly in accordance with the Bahrain Tender Law and Gulf Air procurement policies & procedures to ensure uninterrupted and timely supply of goods and services.

 

MAIN DUTIES

1-    Execute assigned Requisitions, tenders, ES, etc as directed by Procurement Management in accordance with internal Procurement manual and Bahrain Tender Board Laws and Regulations.

2-    Reviewing and approving RFT’s, BC’s and ES’s.

3-    Process the Request for Proposal/quote (RFP/RFQ) to be issued to suppliers for related tenders assigned by Procurement Management.

4-    Draft letters to the Bahrain Tender Board for related tenders and other matters related to the operations, including but not limited to tender initial strategy, tender evaluation and selection criteria, tender negotiations outcome, etc. 

5-    Upload and process Gulf Air Tender Document into the Bahrain Tender Board e-Tendering Portal.

6-    Monitor progress of assigned requisitions/tenders to ensure participation of suppliers.

7-    Track related tender progress and ensure tenders opened within agreed timelines or arrange for extension if required.

8-    Ensure that a record of all tender document maintained on SharePoint or ERP system.

9-    Arrange for the negotiation with suppliers/contractors for all tenders as and when needed.

10-  Prepare the award notification process to suppliers for related assigned tenders and follow up on timely submission of Performance Bonds where required.

11-  Attend meetings with End-User, as delegated by Procurement Management, to discuss tendering requirements, requisition…etc. to ensure timely completion of user requirement.

12-  Handle all communication between Gulf Air and BTB for related tenders

13-  Handle any special projects assigned by the procurement management related to the procurement department.

14-  Prepare and process Purchase orders, Blanket Orders and Long Term Purchase Agreement (LTPA) as assigned.

15-  Maintain a Status report update for all handled purchase requests and ensure such report updated on daily basis and submit the report to the dedicated Lead at the end of each week.

16-  Attend Internal Tender Opening ceremony for related tenders.

17-  Attend Internal Tender Committee (ITC) meetings for related tenders and respond to any queries raised by the committee.

18-  Ensure the completion and closure of all Purchase Orders issued for his related requisitions.

19-  Conduct periodic presentation as directed by procurement management.

20-  Provide end users with procurement advisory when and if needed.

21-  Ensure that any procurement process is as per the Bahrain Tender Board law.

22-  Prepare and arrange for approval of Quotations Analysis (QA) for all POs prior to approval.

23-  Provide any information/documents required by Internal/External Audit or the National Audit Court for related tenders.

24-  Action delegated tasks as assigned by procurement management.

25-  Ensure that all regrets are sent to the suppliers after the tender award within 3 working days from receiving the award notification.

26- Communicate with the end user to conclude the contract once BTB/ITC approval is received.

 

EDUCATION & TRAINING

  • University degree science/commerce or equivalent with proficiency in English and arithmetic.

  • Fluency in written and spoken English, and demonstrated ability and experience in writing concise and accurate reports and letters.

  • Computer literacy with knowledge on MS office.

  • Hand on experience with working on Oracle System.

 

 

EXPERIENCE

 

Minimum 5 years’ experience in supply chain management field (procurement/Logistics/Contract Management) of a major organization.

 

Basic knowledge of the Bahrain Tender Law and Bahrain Tender Board processes and procedures.
