JOB PURPOSE
Ensure that an oversight, inspection, and auditing program is in place supplemented by appropriate documentation, record keeping, reporting, and coordination efforts to achieve compliance with the applicable local and international regulations for Aerodrome Certification.
KEY ACCOUNTABILITIES
• Ensures BIA Airfield infrastructure compliances in line with ICAO standards and BCAA CAR001 and to meet BCAA Aerodrome Certification requirements by monitoring all airside works conducted by D&T/FM, contractors and other relevant parties. Reports any observed non-conformities or areas of concern to MAS immediately.
• Supports with the management of BCAA audit findings and the implementation of their associated corrective action plans to achieve full compliance
• Coordinates with BCAA, D&T/FM and any relevant project managers and contractors to ensure the smooth, safe, and efficient implementation of planned closures at the movement area. Does so in coordination with and supporting the Airside Operations department.
• Supports with the management of the Aerodrome Certification audit, including preparation for and administration of the audit schedules, and development/follow-up on the implementation of corrective action plans.
• Conducts daily infrastructure inspections at the airside and produces reports for MAS attention regarding any pavement condition, marking, lighting, signs and other observations that may impact aircraft safety or the airport's level of compliance.
• Ensure works at the airside comply with the requirements as stipulated in the Work Permit and in line with any relevant local and international regulations and established SOPs and Manuals; closely monitor the works conducted.
• Review maintenance programs, schedules and procedures developed by D&T/FM and/or contractors. Act as the point of contact for all airfield maintenance related correspondences.
• Produce a monthly report highlighting any findings or observations (including infrastructure related). Reports to MAS with observations and recommendations for corrective and preventive action.
• Actively participate in the investigation of non-conformances to establish root cause and lessons learned. Participate in the investigation of incidents or accidents, where required.
• Support in monitoring airside safety and investigating reported accidents and incidents.
• Ensure that the handover and takeover of areas at the airside are carried out with acceptable infrastructure standards, and that any deviations or unacceptable conditions are reported immediately for action.
• Ensure that the VDGS is configured to meet the safety and operational requirements, in accordance with the aircraft allowance chart for each stand.
• Review the Aircraft Allowance Chart and ensure the content is up to date and in line operational, safety, and regulatory requirements.
• Conducts studies to evaluate aircraft movement in the airfield using Aviplan and AutoCAD software to ensure safe movement, parking, and operation of aircraft in line with the established safety, regulatory, and operational needs. Develops safety instructions and procedures for such activities where necessary.
• Carries out a gap analysis to determine BAC's level of compliance against the aerodrome certificate requirements, including but not necessarily limited to BCAA CAR001, BCAA ANTR Vol 3 Part 19, ICAO Annex 14, and associated ICAO Docs. Producing gap analysis document outlining all applicable regulations. Gap analysis demonstrates existing measures to achieve compliance. Maintains the gap analysis through annual review (and ad-hoc reviews depending on changing circumstances and developments). l Based on approvals from MAS on the recommendations, coordinates with the concerned departments to ensure a corrective action plan is in place and ensures necessary follow-up.
• Supports with the review and update of the Aerodrome Manual to ensure compliance with BCAA CAR001 requirements.
• Supports with the review and update of the Safety Management System Manual to ensure compliance with BCAA CAR001 and ANTR Vol 3 Part 19 regulations.
• Participates in the review and development of safety and operational procedures, instructions, advisory circulars, and other related documents to ensure safe, compliant, and continuous operations.
• Ensures that training on regulatory compliance (ICAO Annex 14, BCAA CAR001) appropriate to the job level and job description is delivered to Airside Operations and Aerodrome Safety personnel.
• Monitors the level of Airside Operations compliance with the inspection requirements.
• Supports with the change management and risk assessment process as required.
• Ensures that the company library for regulations is up to date. Monitor the BCAA website to identify any changes to regulations.
• Reviews aeronautical studies and other airside project documentation to ensure compliance with ICAO Annex 14 and associated documents, and BCAA CAR001.
• In coordination with D&T, ensure the safeguarding of the aerodrome and local airspace environment, including in relation to planning applications and temporary obstructions or structures.
• Prepares reports on the performance of Runway closures in relation to the scope of work to evaluate the acceptability of friction test levels, condition of ground marking, AGL, signage, and pavement.
• Building audit programmes and designing checklists and questionnaires to ensure compliance is maintained.
• Manages the tasks and responsibilities of auditors in the Aerodrome Safety department to achieve compliance assurance with stakeholders and with BAC departments.
• Ensures the audit program achieves the desired level of compliance with the aerodrome certification requirements.
• Supports with the effective implementation of the Safety Management System Manual, which includes safety promotion campaigns, inspections, oversight, auditing, investigations, risk management, etc.
• Ensure appropriate knowledge transfer on the roles, responsibilities, and competencies of Aerodrome Design and Certification compliance to Aerodrome Safety personnel.
Education / Qualifications
University degree in civil engineering.
Experience
Minimum 10 years' experience with special focus on airfield infrastructure.
