Job Purpose
To provide central commercial governance, tender coordination and contract compliance support across the Commercial Division. The role ensures that commercial tenders follow the approved process, decisions and approvals are properly documented, contractual obligations are monitored, and required licenses, certifications and regulatory approvals remain valid.
Key Accountabilities
Commercial Tender Planning and Coordination
Maintain the consolidated pipeline of commercial tenders and confirm the required governance route, timetable, responsibilities and approvals for each tender.
Coordinate commercial tenders from initiation through award, working with the responsible Commercial department to convert its business requirement into complete tender documentation.
Coordinate the preparation of evaluation criteria, contractual schedules and submission documents while preserving the Commercial department's ownership of the business requirement.
Track the tender timetable, dependencies, clarifications, approvals and outstanding actions, and escalate risks to the accountable business owner and management.
Procurement Coordination
Act as the central Commercial point of contact with Procurement for tender process and documentation matters.
Review tender submissions for completeness, consistency and compliance with the approved commercial requirement before they enter the formal procurement process.
Coordinate Commercial responses to Procurement, Internal Tender Committee and Bahrain Tender Board queries and manage required revisions with the responsible business owner.
Maintain a record of submissions, clarifications, decisions, conditions and approvals.
Commercial Governance and Approvals
Confirm that business cases, evaluations, approval requests and supporting documents are complete before tender submission.
Confirm that contracts, amendments, extensions, notices and terminations and supporting documents are complete before execution.
Maintain an approval matrix within commercial that tracks decisions, delegated actions and evidence of completion.
Identify departures from policy or approved process and require the responsible department to regularize or escalate them.
Commercial Contracts and Negotiation Governance
Coordinate the award and contracting process with the responsible Commercial department, Legal, Finance, Procurement and other stakeholders.
Confirm that negotiations follow approved governance processes and that material departures, concessions and unresolved matters are recorded and escalated to the appropriate departments.
Maintain negotiation records, agreed positions, approvals and version control for commercial documents.
Provide guidance on governance requirements and identify missing approvals, supporting document evidence or contractual protections early in negotiations.
Contract Compliance Monitoring
Establish and maintain a central obligations register covering financial commitments, contractual deliverables, performance reporting, insurance, guarantees, certifications and other material obligations.
Obtain compliance evidence such as licenses and regulatory approvals from commercial partners and confirmation from the relevant Commercial department or other departments where specialist assessment is required.
Track overdue, incomplete or non-compliant obligations and coordinate corrective action with the accountable business owner.
Maintain an auditable record of compliance evidence, exceptions, correspondence and closure actions.
Regulatory and Government Compliance
Maintain a schedule of licenses, permits, approvals, certifications and clearances required for commercial activities and partners.
Coordinate with commercial partners and relevant stakeholders to obtain, verify and renew required documentation within the applicable timeframes.
Monitor compliance with approved policies, authorities, governance procedures and contractual standards.
Identify control or process gaps and recommend specific improvements to management.
Contract Lifecycle Control
Maintain central visibility of contracts from tender and award through commencement, amendments, renewals, extensions, expiry and termination.
Track contractual milestones, notice periods, renewal windows, approvals and required documents.
Coordinate the formal governance steps for amendments, renewals, extensions and terminations while the responsible Commercial department retains ownership of the commercial rationale and recommendation.
Confirm that executed documents, approvals and key obligations are captured in the approved contract management system.
Governance Reporting and Management Information
Prepare periodic reports covering the tender pipeline, tender status, approvals, contract obligations, renewals, certifications, outstanding actions, exceptions and governance risks.
Provide management with concise information on overdue or non-compliant matters, their impact, accountable owners and required decisions.
Maintain appropriate records for internal audit, external audit, National Audit Office and regulatory review requirements.
Monitor recurring issues and recommend changes to templates, controls, procedures or systems.
Qualifications & Experience
Education / Qualifications
Bachelor's degree in business, law, procurement, finance and contract management or a related discipline.
Relevant postgraduate qualification or professional certification in procurement, contracting, compliance or governance is an advantage.
Experience
Minimum 4 years' relevant experience in commercial governance, tender management, procurement, contract administration, compliance or a related field.
Demonstrated experience coordinating complex tenders, approvals and contract lifecycle activities involving several business and control functions.
Experience maintaining contractual obligation registers, compliance evidence and management reports.
Working knowledge of Bahrain Tender Board requirements and law.
Experience interpreting commercial agreements and contributing to tenders and negotiations is an advantage.
